Este centro, conocido como ECML o CELM (según te refieras a él en inglés o francés) depende del Consejo de Europa, un organismo internacional que está muy interesado en promocionar la ciudadanía europea a través de distintas iniciativas y proyectos, entre los que se encuentra el proyecto al que me acabo de referir. Yo fuí invitada por el MEC como representante de España en el taller de difusión y, por eso, estoy hoy aquí ayudando a difundir esta iniciativa. En primer lugar, os preguntaréis &#8220;¿qué tengo que hacer yo para ir a uno de esos talleres? ¿van sólo los enchufados?&#8221;. La respuesta es simple: no, no van los enchufados, sino los que pasan un sencillo proceso de selección. Pilar Cortejoso y, a través de ella, los representantes de formación para profes de idiomas de los CPR de Asturias, te avisan a través del correo electrónico o de carteles sobre talleres que van a tener lugar en este organismo, presentas el curriculum (que sólo hay que mandar por correo electrónico) siguiendo unas pautas que te dan y esperas. Si eres elegido o elegida, Victoria Hernández te llama desde el MEC y te avisa de que te vas a Graz. <p>CENTRO EUROPEO DE LENGUAS MODERNAS DE GRAZ - AUSTRIA (CELM) <a href="http://www.ecml.at/">http://www.ecml.at/</a></p>
<p>El Centro Europeo de Lenguas Modernas de Graz es un órgano complementario de la División de Políticas Lingüísticas del Consejo de Europa, creado en 1994 bajo la forma de un Acuerdo parcial ampliado del Comité de Ministros. España formalizó su adhesión y su compromiso económico en noviembre de 1999. El CELM opera dentro del marco de cooperación cultural y educativo del Consejo de Europa y su función es llevar a cabo la puesta en práctica de políticas lingüísticas y promover innovaciones en la enseñanza y el aprendizaje de lenguas.<br />
Los objetivos del centro son:<br />
-Recoger y difundir información sobre la enseñanza y aprendizaje de las lenguas en todos los estados miembros.<br />
-Crear redes de expertos a nivel europeo.<br />
-Apoyar la formación de  agentes multiplicadores (de difusión): formadores de profesores, profesores, expertos en currículos y en  evaluación, especialistas en nuevas tecnologías, investigadores y responsables de políticas educativas.<br />
-Estimular y facilitar el debate en torno a la enseñanza y aprendizaje de las lenguas a nivel europeo.<br />
Cada actividad del Centro se enmarca dentro de un plan cuatrianual. Este enfoque permite el desarrollo completo de las actividades, desde la teoría a la práctica, y su puesta en marcha en los diferentes países. El Programa 2004-2007, segundo programa a medio plazo, se desarrolla en torno al tema general “Enseñanza de las lenguas para la cohesión social en una Europa multilingüe y multicultural”.</p>
<p>Cuando lees la información oficial sobre el ECML, crees que nunca vas a ser un posible candidato a unos de esos talleres y no te presentas. ¡Gran error! yo sólo soy la actual coordinadora TIC de la EOI de Avilés y he sido invitada.</p>
<p>¿De qué trató mi taller? Se titulaba &#8220;Web journals in language education / blogs dans l&#8217;enseignement des langues vivantes&#8221;, se desarrollaba simultaneamente en inglés y francés con la ayuda de traducción simultánea a través de cascos y pretendía difundir un proyecto internacional que se había desarrollado durante unos tres años entre centros de distintos países europeos utilizando los blogs para comunicar entre sí a estudiantes de toda Europa.
